NCCN (Belgian National Crisis Centre), is a multidisciplinary, interdepartmental, inter-federal and internationally oriented organisation that strategically coordinates the large multinational multidisciplinary consortium eNOVATION. From a central Belgian key position, the NCCN responds to societal challenges, provides strategic support to all its partners in synergy with all security actors, and has efficient, appropriate infrastructure to deal with crises of all kinds. To improve safety and resilience, the NCCN works with governments, security services, disciplines, and administrations to coordinate large event safety and person and institution protection in Belgium. NCCN coordinates Belgium's national risk assessment to identify and assess major risks. The NCCN organises and coordinates national emergency planning and crisis management, with a CBRN expertise centre helping partners implement CBRNe emergency plans, crisis management support, and intervention service. The NCCN works with international partners and leads the EU network of Crisis Centra Director-Generals. The NCCN is strongly involved in diverse European projects. The NCCN is overall coordinator of the eNOVATION-project.
At UCLouvain (University of Louvian) the Centre for Applied Molecular Technologies is an academic-clinical biotechnological platform specialising in infectious diseases research. Focused on rapidly and safely detecting biowarfare agents, CTMA operates the B-LiFE (Biological Light Fieldable Laboratory for Emergencies) mobile laboratory, recognised as a Rapid Response Mobile Laboratory type 2 by the WHO. B-LiFE is deployed in health crises caused by accidental, intentional, or natural releases of biological threats, as evidenced in the Ebola outbreak in Africa, the influenza and monkeypox outbreaks, and the COVID-19 pandemic. CTMA continuously integrates new technologies into B-LiFE's operational workflow, functioning as a technological incubator. It evaluates and validates tools and technologies for on-site use, focusing on protection of operators (Infection Prevention and Control, including Personal Protective Equipment and decontamination of sensitive equipment), targeted and generic-agnostic biothreat detection, identification, monitoring, telecommunications and data management. B-LiFE also provides training for biological staff on analytical work, IPC including biosafety, and biosecurity. The multidisciplinary team at CTMA develops procedures and methods, setting "minimum operational standards" for working in the field with mobile capacities.

ICCS (Institute of Communication and Computer Systems) is a non-profit research institute founded in 1989, linked to NTUA (National Technical University of Athens). It conducts applied R&D in telecommunications, computer systems, and various research fields. With over 50 labs and around 800 researchers, ICCS covers all aspects of Electrical and Computer Engineering. In the eNOVATION project, ICCS is represented by the I-SENSE Research Group, which has over 100 researchers and focuses on areas like Intelligent Transportation Systems, Virtual Environments, Assistive Technologies, and Smart Integrated Systems. I-SENSE has participated in over 150 EU-funded projects serving currently as the Coordinator of the various projects.

To achieve this, we believe that the increasingly unmanageable technological potential must be brought into line with the changing needs of the disaster management. This is our vision, which we have shared since at least 2009. In 2017, in cooperation with the city of Paderborn, the district of Paderborn and the University of Paderborn, the safety innovation center e.V. (registered non-profit association) emerged with the non-profit purpose of promoting innovations in civil safety. Since 2022, we drive our vision forward as the safety innovation center gGmbH (non-profit company).

ISEM (International Security and Emergency Management Institute) is a non-profit organization providing publicly beneficial services registered within the Ministry of Interior of the Slovak Republic. ISEMI is a professional platform of former or active police and national security officers, military, and civil protection and crisis management experts from around the world with necessary security clearance and relevant long-term experiences, mainly in fighting CBRN-E threats and crime and CBRN incident response, as well as in crime prevention, counter-terrorism, the fight against organized crime, environmental crime, trafficking in human beings, cybercrime, and drug smuggling. The ISEMI team also has broad experience in intelligence analysis, border protection, critical infrastructure protection, countering hybrid threats, rescue and emergency assistance, and health protection, as well as in the field of justice and prosecution. ISEMI is a part of the Integrated Rescue System of the Slovak Republic, focused on the support of LEAs in the investigation of CBRN crime and generally in CBRN/HAZMAT-related incidents. The National Security Agency has accredited ISEMI to handle classified data at the “EU, NATO Secret level”, and it holds ISO Anti-bribery Certificate 37001-2016.
FOI (Swedish Defence Research Agency) is one of Europe’s leading research institutes for applied research in the areas of defence and security. CBRN Defence and Security, Cyber defence and C2 technology, Defence Analysis, Defence Technology, Electromagnetic warfare, Weapons, Protection and Security. FOI CBRN defence and security has broad competence in protection and threat from CBRN substances, and carry out missions and research on CBRN, dispersion modelling, physical protection, decontamination, disarmament, non-proliferation, export control and threat assessments. The department of Biological Agents, which is primarily involved in this project are focused on Operational Support, Microbial Risks and Technology Development. In the latter methods for analysis of biological agents is consolidated to maintain an operational capability in identification of B-agents. JCBRN Defence COE (Joint Chemical, Biological, Radiological and Nuclear Defence Centre of Excellence) is the centre of gravity for CBRN defence-related expertise, experience, and transformation within the Alliance. The Centre combines the skills and expertise of over 70 personnel from fourteen nations. We focus on concept development, doctrine and standardization, lessons learned, capabilities development, and defence planning. We serve as the Department Head for NATO’s WMD/CBRN defence training and education discipline and offer a wide portfolio of certified courses. The Centre forms the core of the NATO CBRN reachback capability providing timely, coordinated, authoritative, and detailed technical and scientific support to SHAPE.

UNITOV (University of Rome "Tor Vergata") established in 1982, is a relatively young institution. Modeled after Anglo-Saxon campuses, it spans 600 hectares and houses prominent research organizations, including CNR, the Italian Space Agency (ASI), ENEA, ESA-ESRIN, the National Institute of Astrophysics, Monte Porzio Catone Observatory, and the National Institute of Nuclear Physics. From its inception, these institutions have played a key role in making "Tor Vergata" a dynamic hub for research. Additionally, the campus is home to one of Italy's most advanced medical facilities, the University Hospital Tor Vergata, which serves as both a healthcare and research center, closely integrated with the university’s Medical School - Faculty of Medicine and Surgery. Since 2009, Tor Vergata has offered international Master Courses in Protection Against CBRNe Events, becoming the first and only university to confer an academic degree in this field. These programs, jointly run by the Faculty of Medicine and Surgery and the Department of Industrial Engineering, hold NATO-selected status and benefit from partnerships with organizations such as the OPCW, the Italian Ministry of the Interior, Ministry of Defence, the Presidency of the Council of Ministers, as well as other national and international public and private entities operating in CBRNe.
CBRN Defence Training Centre is a part of WSU (War Studies University), which educate military and civilian students in the areas of security and defence. It educates officers to meet the needs of commands, staffs and universities, as well as military and civil institutions related to national defence. It prepares civilian youth for public activities, especially in the context of national security and for ensuring the needs of the crisis response system. CBRN Defence Training Centre supports the organizational units of the WSU in the realisation of the didactic process at all levels of studies and on courses in the area of broadly understood chemical, biological, and radiological security. The task of the CBRN Defence Training Centre is to conduct teaching, and analytical and informative activities in the field of defence against weapons of mass destruction and related areas. It conducts, among others, courses for officers, non-commissioned officers, military personnel as well as specialists from outside the Ministry of National Defence employed in analytical positions within the National Weapons of Mass Destruction Detection and Alert System.
WMP (West Midlands Police) supports the UK National CBRN Centre Part of Counter Terrorism Policing. The centre brings together the emergency services to protect and prepare the UK against the CBRN threat. Working together to support, strengthen and assure a resilient CBRN capability for the UK, Chief Officers from the Police, Fire and Ambulance services lead the Centre's strategy in partnership with military and government agencies. Emergency services personnel deliver the Centre’s tri-service strategy to promote an interoperable, efficient, robust and proportionate approach in managing and responding to the CBRN threat. It does this through 4 delivery pillars. Specifically for the success of this proposal the centre is responsible for the national standardised CBRN training for commanders and specialists. All CBRN emergency service commanders qualify at the centre, and ongoing continuous professional development is overseen from the centre. Further, the centre has strategic direction for all UK CBRN testing and exercising and uses this to develop and improve national policy and guidance. The Centre takes cognisance of the Counter Terrorism Policing national and international strategies, which reflect the government's counter terror strategy, CONTEST. The Centre shares the national vision to reduce the risk of terrorism to the UK and its overseas interests, and to keep the public safe from terrorism. Supported by West Midlands Police, the centre has an established and successful research and development team.

NUCZU (National University of Civil Protection of Ukraine) is a leading educational institution of the State Emergencies Service of Ukraine which has the highest - IV-th accreditation level of Ukrainian Ministry of Education and Science. Nowadays our University is one of the most prestigious and oldest Fire and Rescue profile educational institutions not only in Ukraine but also in CIS countries. Today we provide all types of training on all educational levels for personnel of the State Emergencies Service of Ukraine, civil youth and foreign citizens. Research and teaching staff as well as students of the University are directly involved in extinguishing fires, emergencies, accidents and natural disasters, carry out preventive work among the population.
FDDO (Fire Department of Dortmund) is the second largest fire department in North Rhine-Westphalia and the sixth largest in Germany. It is responsible for firefighting, rescue and emergency management in City of Dortmund which comprises an area of 281 square kilometres with about 604.000 citizens. Furthermore FDDO is involved into the supra-local support concept of the Federal Land North Rhine Westphalia as also the national wide CBRN incident response concept. More than 1000 full-time fire fighters (incl. administration and management) run 9 fire stations. Additionally, about 1200 volunteers organised in 19 fire brigades support the professionals in their daily work and in incidents with particular requirements. In 2006 the Institute of Fire Service and Rescue Technology (IFR) was founded as a department for research, focussing on more efficient and practicable technology and methods. Therefore the members of FDDO have great experience and expertise that they can contribute to this project. The IFR has taken a leading position in the (inter-)national research landscape in the field of civil protection during the last years. The activities in this context comprise the generation, coordination and implementation of interdisciplinary research projects involving national as well as international research institutions, industrial partners and end users. In general the IFR focuses on the analysis and definition of requirements, scientific concept design, process analysis and evaluation. Here, the IFR shows a remarkable experience being part of a variety of European projects. With the gained knowledge within the projects in robotics as well as information- and communication systems as an end-user and even as a coordinator, the IFR is well grounded in these technologies. The integration of the IFR into the Fire Department of Dortmund and the proximity to other offices of the City of Dortmund makes FDDO a strong and end-user-oriented project partner.
KEMEA (Center for Security Studies), founded in 2005 by Law 3387, is a scientific, consulting and research organization overseen by the Minister of Citizen Protection, governed by common law and annually audited by chartered accountants. Its principal purpose is to conduct theoretical and applied research and studies, particularly at strategic level, on security topics and policies. Moreover, it is the think-tank of the Ministry of Citizen Protection on numerous policies such as public order, correctional services, terrorism prevention, crime prevention, integrated border management and civil protection as well as on various other security and societal issues; it also provides advisory and consulting risk-management services to an array of public and private organizations. Since the launch of Horizon 2020, KEMEA has participated in research projects focused on “Secure Societies – Protecting freedom and security of Europe and its citizens.” The organization aims to develop new technologies, apply emerging ones, and enhance policy effectiveness. Moreover, pursuant to the provisions of Council Directive 2008/114/EC on the identification and designation of European critical infrastructures and the assessment of the need to improve their protection, and by a Presidential Decree of 2011 KEMEA is the nationally designated European Critical Infrastructure Protection (ECIP) Contact Point, responsible to coordinate ECIP issues domestically, as well as with other Member States and the European Commission.

Through projects that incorporate aspects of risk assessment, disaster preparedness, and targeted training, REC Caucasus contributes to building an important foundation for regional cooperation and technical capacity. With its headquarters in Tbilisi and additional offices in Yerevan and Baku, REC Caucasus serves as a central platform for regional collaboration, providing expertise, fostering dialogue, and facilitating the development of strategic frameworks essential for addressing interconnected environmental and safety challenges.
CNRST (National Center for Scientific and Technical Research), as an entity operating under government policy, assumes responsibility for promoting, developing, and valorizing scientific and technical research, in alignment with the nation's cultural, economic, and social requirements, as well as with public and private entities that share similar goals. The primary objectives encompass the sharing of infrastructure, resources, and services to ensure the provision of adequate financial resources for the advancement of research in areas of national priority and facilitating collaboration between Moroccan scientists and their international counterparts. CRNST facilitates the utilization and distribution of research findings. Concerning the analytical infrastructure laboratory facilities, the CNRST set up a division called (UATRS: Supporting Unit for Technical and Scientific Research). The UATRS platforms have been in operation since January 2005 and consist of approximately 13 specialized laboratories. These laboratories are focused on conducting chemical analyses, materials characterization, functional genomic and molecular biology analyses, which became operational in January 2010. The primary objective underlying the establishment of UATRS is to foster a culture of shared utilization of costly and advanced instrumentation and technologies. Given the substantial financial investment associated with such infrastructure, whether during its procurement and installation phase or throughout its operational and maintenance phases, the need for mutual utilization arises. The second objective of the UATRS is to offer scientific and technical support to the scientific community in Moroccan universities and specialized research centers. Additionally, it aims to provide research and development services to small and medium-sized companies as well as industries. A diverse range of research disciplines encompass physics, metallurgy, ceramics, microelectronics, geology, biotechnology, biomaterials, chemistry, and pharmacology.
Established in 1992, CMSA (Crisis Management State Academy) is a leading educational institution under the Ministry of Internal Affairs of Armenia, specializing in Crisis Management, Rescue, and Firefighting. CMSA offers programs at various levels, including vocational training, Bachelor's, Master's, and postgraduate degrees. In addition to academic programs, the academy provides a variety of training sessions and accredits rescuers and firefighters at different levels. Furthermore, CMSA conducts specialized training for local administration staff and provides training for ministry personnel in disaster risk reduction and management. MES (Ministry of Emergency Situations) is a government agency in Uzbekistan responsible for managing emergency services and safeguarding the population during natural disasters. Its duties include implementing state emergency policies, overseeing civil defense, coordinating with other ministries and agencies to prevent and address disasters, and conducting research and training programs to improve emergency preparedness. The ministry's functions were formalized by a presidential decree issued on March 4, 1996.
